Browser-first startup became the default and first-run setup was tightened around repo-local config.

Highlights

• npx --yes --registry=https://registry.npmjs.org conductor-oss@latest now launches the browser-first dashboard flow by default
• first run opens preferences in the web UI and then opens Add Workspace when no project exists
• adding a project from the dashboard writes CONDUCTOR.md and a repo-local conductor.yaml
• repo-local config now stays synced when preferences, repository settings, or dashboard agent selections change
• packaged release verification now covers the real first-run flow end to end
